Portaal signs agreement at PROVADA for 130 social rental homes in Cartesius, Utrecht.
Housing association Portaal has signed an agreement during the real estate fair PROVADA with the Cartesius Development Consortium (MRP and Ballast Nedam Development) for the acquisition of 130 social rental homes in Ikaria, the third development phase of Cartesius Utrecht. In October, the housing association will already complete 165 homes in the residential building Okinawa, part of the second phase of Cartesius, which features a mixed-living concept.

The homes are part of Ikaria, the third development phase of Cartesius Utrecht, where a total of 660 homes will be delivered. In addition to the 130 affordable rental homes, this phase includes 480 private-sector rental homes and 50 owner-occupied homes.
Affordable Living in a Healthy Urban District
With this acquisition, Portaal strengthens the supply of affordable rental housing in one of the most ambitious inner-city area developments in the Netherlands. Cartesius Utrecht is being developed into a healthy, green, and sustainable urban district with more than 3,250 homes, located directly next to Utrecht Zuilen railway station.
The name Ikaria refers to the Greek island that is part of the so-called Blue Zones—regions where people are proven to live longer, healthier, and happier lives. This philosophy forms the foundation of the Cartesius development and is reflected in the Cartesius concept, which places a healthy living environment at its core.
Sustainable and Future-Proof
The homes will be connected to a collective geothermal energy system and equipped with solar panels, resulting in very low energy consumption. In addition, the neighbourhood promotes sustainable mobility through high-quality cycling facilities, attractive walking routes, and a low parking ratio.
Each sub-area features a landscaped courtyard garden connected to Cartesius Park, offering scenic walking paths and seating areas that encourage social interaction. The new CAB, designed by Mecanoo, will become the landmark and identity carrier of Cartesius Utrecht. It will house functions focused on healthy food, community, movement, purpose, and relaxation. CAB is designed to activate the surrounding area and create an attractive meeting place for residents and visitors alike. For this reason, it is often referred to as the “Living Room of the Neighbourhood.”
Cartesius Utrecht is the first Heart of Health area development in the region, combining innovative urban development with a strong focus on health, nature, physical activity, and social connection. The result is a future-proof urban district where affordable housing and healthy city living come together.
